PROBLEM TO BE SOLVED: To provide a water-containing soil-treating agent which is quickly dissolved in water in water-containing soil and can change the water-containing soil into strong granules in a small amount, and to provide a method for producing the same. SOLUTION: This water-containing soil-treating agent for changing the water-containing soil into the recyclable granules, containing (A) a carboxy group and/or carboxylic salt group-containing water-soluble polymer and (B) a non deliquescent basic substance capable of dissociating a monovalent cation as essential components, is characterized in that the water-soluble polymer (A) satisfies the expression äthe water-soluble polymer (A) comprises i kinds of monomers [(i) is the natural number of≥1]; X<SB>i</SB>(mol. %) is the mol. % of a unit originating from each monomer, when the total constituting units of the water-soluble polymer (A) is 100 mol. %; Y<SB>i</SB>(mol. %) is the neutralization rate of the carboxy group of a unit originating from each monomer}.
