PROBLEM TO BE SOLVED: To provide a granule packaging bag excellent in strength and appearance in which granules such as gravel to be bagged can be easily cleaned. SOLUTION: The packaging bag comprises a flexible bottomed inner bag body 2 formed of a water-permeable sheet member and a flexible bottomed outer bag body 3 formed of a water non-permeable sheet member. The outer bag body 3 is assembled with the inner bag body 2 in a shell condition to form a double-bag structure. A lower end of the outer bag body 3 extends below a lower end of the inner bag body 2, and a downwardly extending portion is constituted as a removal area 5. A lower portion of the outer bag body 3 is opened to form a water discharge port 3d by removing the removal area 5 of the outer bag body 3 together with a bag bottom portion 3c while a bag bottom portion 2c of the inner bag body 2 is left.
