PROBLEM TO BE SOLVED: To provide a plant and a method for modifying sludge which modify material properties of construction sludge, and the like, secondarily generated by construction works and obtain modified soil for being recycled as a soil material, such as a backfilling material and a banking material. SOLUTION: The sludge modifying plant has a sludge storage pit that stores sludge and performs sludge preparation after subjecting the sludge to solid-liquid separation, and a sludge modification part that modifies the sludge after the sludge preparation supplied from the sludge storage pit to the improved soil of a prescribed quality by adding a prescribed quantity of solidifying material to the sludge on a continuous carrying passage and mixing and carrying them. Thereby the consumption of the solidifying material can be reduced, and target sludge can be continuously modified to the prescribed quality. COPYRIGHT: (C)2004,JPO&NCIPI
