PROBLEM TO BE SOLVED: To provide an electrolytic capacitor having a low impedance characteristic and a good high-temperature life characteristic. SOLUTION: This electrolytic capacitor is constituted by housing a capacitor element obtained by winding up anode foil and cathode foil with a separator in between, and impregnating the wounded body with an electrolytic solution for electrolytic capacitor. The electrolytic solution contains borodioxalic acid tertiary amine salt. Since the amount of the moisture contained in the capacitor element is adjusted to≤0.7 wt% of the weight of the element, the electrolytic capacitor has the low impedance characteristic and good high-temperature life characteristic.
