PROBLEM TO BE SOLVED: To realize the communication network which can receive both ISDN service and ADSL service by utilizing the ISDN link. SOLUTION: A terminal device (10) is installed in a user premises (1), a communication apparatus (20) is installed in a subscriber accommodation office (2) of the service provider, and the terminal device and communication apparatus are mutually connected with a 2W metallic circuit (3). The terminal device generates an ATM signal by superimposing the signal from an ISDN terminal (11) and the signal from the IP communication terminal (12) and generates a multiplex signal by modulating such ATM signal and then transmits the multiplex signal to the communication apparatus through the 4-wire/2-wire conversion. The communication apparatus demodulates the signal after the 2-wire/4-wire conversion and then transmits the signal to the ISDN network (4) and IP network (5) through separation into the IP signal and ISDN signal.
