<P>PROBLEM TO BE SOLVED: To easily take out required pieces of rolled paper cut into a required length with one hand out of rolled paper set in an existent rolled paper holder. <P>SOLUTION: An apparatus main body 7 is mounted on the lower wall surface of an existent rolled paper holder 1. The apparatus main body 7 is equipped with a feeding means 33 and a cutting means 39 of which operations are controlled by a control part 59, rolled paper 31 from a rolled paper inserting port 29 is fed downwards from a bottom opening 35 by the feeding means 33 and then cut by the cutting means 39 after feeding is completed, and the upper end of cut rolled paper 31-1 is held by a holding means 65.
