PROBLEM TO BE SOLVED: To provide a water-containing solid ointment preparation for cosmetics and medicines capable of containing a water-soluble active ingredient in a wide range, being incombustible, having good feelings upon use, excellent in shape-retaining property to temperature and excellent in a storage property, distribution property and portability. SOLUTION: This water-containing solid ointment base is obtained by forming a composition consisting essentially of an alkali metal salt of a lower carboxylic acid or an inorganic acid, a higher fatty acid metal salt, water, a monohydric lower alcohol and polyhydric alcohols in a stick-like shape.
