PROBLEM TO BE SOLVED: To make preventable an erroneous detection of leakage of a refrigerant. SOLUTION: The refrigerating cycle controller is composed of a compressor, a condenser, a capillary tube, and an evaporator, and it is composed so as to control an apparatus having a refrigerating cycle using combustible gas as the refrigerant. It is provided with a state detecting part detecting a state of the refrigerant, and an operation control part changing the apparatus between an operating state and a stopped state. The operation control part carries out a first control for changing the apparatus to the stopped state (S14) when a state of the refrigerant detected by the state detecting part is a state with a higher probability that the refrigerant is leaking than a first state. After passage of a predetermined time after the first control, a second control is carried out for changing the apparatus to the operating state (S16). After the second control, if the state of the refrigerant detected by the state detecting part is a state with a higher probability that the refrigerant is leaking than a second state with a higher probability that the refrigerant is leaking than the first state, a third control is carried out for changing the apparatus to the stopped state (S20).
