PROBLEM TO BE SOLVED: To provide a hot water room heating device inhibiting the rise of internal pressure of a heating circuit in starting the operation, and supplying the hot water of an optimum temperature and flow rate to each terminal unit. SOLUTION: The rise of internal pressure of the heating circuit is inhibited by increasing the flow rate of the hot water flowing in an inside circulated hot water bypass channel 11 by opening a selector valve 30 during the time from the start of the operation to an open time of a hot water valve of a high-temperature terminal unit 25 or each of low-temperature terminal hot water valves 23A-23C, when the hot water valve is opened and the hot water flows to a terminal unit side, a control means 27 detects the condition by a hot water circulation detecting timer 30, and reduces the flow rate to the inside circulated hot water bypass channel 11 to allow much hot water to flow to each terminal unit side.
