PROBLEM TO BE SOLVED: To provide a polarizing optical element which has superior light use efficiency and is small-sized and inexpensive.

SOLUTION: A 1st optical member 50b which has 1st unevenness formed on its one surface and a 2nd optical member 50c which has 2nd unevenness formed opposite the 1st unevenness are united together across a filling member 50e which has isotropy. Then at least one of the 1st and 2nd optical members is an optical member which has optical anisotropy, so optical characteristics can be realized nearly as designed by using a general optical member which is more inexpensive than usual.
