A display control device for controlling a display device to display a screen area greater than a screen display area. The display control device comprises a screen edge detection unit having a non-display area around the screen display area which receives the pen input by a pen input device, but does not display any screen, and detects depression of the non-display area by the pen input device, a movement determination unit for determining the scroll start, the scroll direction, and the scroll stop of the display screen based on the position of depression of the non-display area by the pen input device, and the moving direction and the movement amount of the pen input device, and a display screen movement instruction unit for instructing a display device in the scroll start, the scroll direction, and the scroll stop of the display screen.
