PROBLEM TO BE SOLVED: To provide a photocatalyst function evaluating apparatus and a photocatalyst function evaluation method that can cope with both ultraviolet rays and visible rays and can measure the activity of photocatalysts with a sufficient sensitivity. SOLUTION: The photocatalyst function evaluating apparatus comprises an activation light source L for causing photocatalysts; and a plurality of quantity-of-light detection sections S having light-emitting elements 6, 11 for irradiating a specific sample with measuring light and light receiving elements 7, 12 for receiving light that arrive via the sample. The activation light source L has a black light lamp 3 and a fluorescent lamp 4. The quantity-of-light detection sections S comprises a detection section 20 for reference samples for a sample that becomes a reference when evaluating photocatalyst functions; and a detection section 21 for evaluating samples for the sample whose photocatalyst functions are evaluated.
