<P>PROBLEM TO BE SOLVED: To achieve a service having a good cost balance, delighting a user while controlling access, and offering stable quality without any great investment such as multiplexing of equipment when the service quality is reduced by a jam of server in a contents server on the Internet. <P>SOLUTION: An access control server serving as a gateway for access to the contents server is arranged on the Internet as a sharable system.
