PROBLEM TO BE SOLVED: To provide an Internet phone server device which improves convenience by enabling a user to make a call at the user's discretion and connect the call to a destination, and makes the Internet phone available at a lower cost. SOLUTION: An ISP system comprises a data base with a user telephone number and information on a nearby ISPA, a telephone number acquisition means 23 which acquires a destination telephone number when the user calls, an ISPA acquisition means to find a nearby ISPA of the destination from the acquired telephone number, and a general public circuit call origination means 25 which originates a call via a general public circuit from the destination ISPA to an Internet phone after arrival of the call. A user calls at his/her discretion, and the call can be connected even if the destination side is not in the standby state by IP connection.
