PURPOSE: A fuel manager is provided to effectively control an idling stop by applying a digital micro controller. CONSTITUTION: A vehicle power output(12) is connected with an ignition device relay switch. If a user wants to stop a vehicle, the user releases a clutch(3). A micro controller receives the released state, a manager time set by the user is counted. If the manager time becomes 0, the ignition device relay switch is operated to break connection with the vehicle power output and reconnect the broken connection, thereby stopping spark in a vehicle cylinder and stopping an engine. If a user wants to start the vehicle, the user presses the clutch by a foot and puts the vehicle into gear. At this time, the micro controller recognizes the operation and automatically starts the engine.
