PROBLEM TO BE SOLVED: To extend tool life by providing designated sharpness at a part having large inclination angle to an axial center. SOLUTION: A total forming rotary cutting tool 10 is approached by a wheel grinding and is simultaneously moved in an axial direction while turning around the axial center S. Consequently, flank working is carried out on a steep inclination part 22a having center anglesσfrom a direction in parallel with an axial center S of±30°or less, that is, inclination angles to the axial center S of of a tangential of a circular arc of 60°or more, in circular arc part 22 of an outer periphery cutting edge 14, in a direction including an axial direction composition. Since a designated steep inclination part flank 30 within a range that clearance amount (clearance angles ) in the axial direction in 30' -10°is formed, sharpness of the steep inclination part 22a is increased and tool life is extended.
