PROBLEM TO BE SOLVED: To provide a transmission data control system for easily distributing real time data in a data transmission system for transmitting data through a communication network to a receiving terminal by controlling the transmission data corresponding to each connection condition, and reducing a load to be imposed on the communication network and the processing load of hardware at a distribution side and a client side. SOLUTION: The load situation of communication is decided from the transmission performance of a transmission side so that a timing for transmitting data for transmission or the quantity of data to be transmitted can be adjusted corresponding to the decision result, and that the transmission situation optimal to each connection destination can be continued. When it is not possible to control the load in such adjustment, data worked according to a scenario preliminarily designated by reflecting the priority of the client side are transmitted so that substantial real time performance can be maintained.
