PROBLEM TO BE SOLVED: To maintain feeling and flexibility intrinsic to an organic base material, to be excellent in adhesion of the organic base material and a photocatalyst, and to retain a deodorant effect by the photocatalyst for a long period of time. SOLUTION: A photocatalyst particulate is adhered onto a surface of the organic base material by a resin binder containing shellac resin. In the photocatalyst-containing base material, the photocatalyst is a particle having a primary particle diameter of 250 nm or less. The photocatalyst-containing base material is at least one kind of metal oxide selected from the group consisting of titanium dioxide, zinc oxide and a composite dioxide of titanium dioxide and zinc oxide.
