PROBLEM TO BE SOLVED: To provide a broadcast receiver and recording/reproducing system which detects the watching-and-listening enabling information ( release information ) certainly, and can avoid the fault such as the case that the subscriber becomes impossible to receive the broadcast program. SOLUTION: In this system, an EMM (Entitlement Management Message) extracting and decoding part 14 which performs extraction and decoding of the key discrete information EMM as the watching-and-listening enabling information to enable watching and listening only by the subscriber is connected to the input side of a switch 203; therefore even when the movable piece of the switch 203 is located at the b-side and a recording/reproducing part 205 performs reproduction, the key discrete information EMM is extracted, decoded, and stored in a memory 208.
