PROBLEM TO BE SOLVED: To provide coating film forming methods in which cationic electrodeposition coating is used and excellent low-temperature curability, corrosion protection property, finishing characteristics and coating-material stability can be provided. SOLUTION: The coating film forming methods comprises (1) a coating film forming method which comprises a step 1 of applying electrodeposition coating to a conductive material to be coated by electrodeposition coating, a step 2 of washing the resultant coating film, a step 3 of applying dipcoating or electrodeposition coating using a water dispersion (A) of curing agent to the conductive material to be coated having the water washed electrodeposition coating film and a step 4 of baking the resultant coating film; (2) a coating film forming method described in (1) where resin as a base material used in the electrodeposition coating in the step 1 is an amine-added epoxy resin prepared by adding an amine compound to epoxy resin; (3) a coating film forming method described in (1) or (2) where a blocked polyisocianate compound to which water dispersibility is added is used as the water dispersion (A) of curing agent in the step 3.
