PROBLEM TO BE SOLVED: To provide a new ticket issuing system which automatically issues a ticket (for example, a gift coupon). SOLUTION: The ticket issuing system receives a request for issuing a ticket and takes out the ticket stored on the basis of the request. In this case, instructions for taking out a ticket having specific identification information are made, and the identification information of the ticket actually taken out is read by an OCR reading head 52 to monitor whether the information thus read accords with the identification information of the ticket thus instructed. Items described (for example, identification information) on the ticket put in a case are photographed by a CCD camera 62 to store.
