PROBLEM TO BE SOLVED: To provide a controller which is installed so as to perform data communication and can enhance the security of data stored in the controller, and to provide a data transmission system. SOLUTION: The data transmission system comprises the controller 29 of an NC machine tool 20 and a data management device which are connected through a network 2. The controller 29 has: a data storage part 32 which stores data; a setting data storage part 41 which stores setting data for deciding whether or not transmission and/or reception is to be approved, for every pieces of data stored in the data storage part 32; and a data transmission/reception part 42 which is constituted such that the part refers to the setting data stored in the setting data storage part 41 and performs transmission and/or reception processing only with respect to data for which the transmission and/or reception is approved.
