Radio channel allocation method for packet data mobile radio communications selects channel and coding scheme based on total system load and channel occupancy

A radio channel allocation method takes account of radio conditions especially instantaneous occupancy by other packet data connections, received field strength, carrier to interference and timing advance to allocate a channel using a coding scheme and BCCH (Broadcast Channel) or non BCCH connection depending if the entire system load is high.
