PROBLEM TO BE SOLVED: To provide a ground exchange capable of a normal wireless apparatus at all times and warranting a speech between a mobile station and the ground switch.

SOLUTION: A wireless apparatus state supervisory section 21 of the mobile station 31 periodically supervises a fault state of speech wireless apparatuses 11, 12, stores the result to a wireless apparatus state storage section 22, a call control section 23 reads the information in the wireless apparatus state storage section 22 and sets the information to a signal transmitted to the ground switch 51, and the ground exchange 51 utilizes the information to select the speech wireless apparatus that is not in out of order at all times.
