<P>PROBLEM TO BE SOLVED: To provide a vehicle control system effectively practically using information about license stored in a license to use the license with high security and convenience. <P>SOLUTION: This system decides whether the driving of a vehicle by a user is possible or not, on the basis of recorded contents of the license. When it is decided that the driving by the user is possible, the system verifies whether the user is a registered user or not, by face collation processing.
