PROBLEM TO BE SOLVED: To provide a flame retardant headed stem fastener having a pressure sensitive adhesive on the back surface thereof. SOLUTION: The flame retardant fastener includes: a backing layer of a flame retardant polymeric material having an exposed bonding surface and a support surface; a multiplicity of flexible, resilient stem portions extending generally perpendicular to the bonding surface and composed of a non-flame retardant polymeric material imbedded in the bonding surface, wherein the distal stem portions have an enlarged head portion located on a distal end of the stem portion, wherein the enlarged head portions having a top cam surface opposite the distal stem portions and a latching surface opposite the bonding surface, and wherein the head portions disposed to afford movement between the adjacent stem portions; and a non-flame retardant pressure sensitive adhesive to be applied to the support surface. The fastener includes a non-flame retardant foam layer which is interposed between the support surface and the pressure sensitive adhesive. The fastener is adapted for releasable engagement to a second fastener, containing a foamed body layer of an acrylic foaming pressure sensitive adhesive, wherein the height of the foamed body layer is less than that of the backing layer, and wherein the non-flame retardant foamed body layer is selected from an acrylic resin foamed body and the like.
