PURPOSE: Provided is a phase change material(PCM) for a low temperature cold storage system, which has a eutectic melting point in a low temperature range and comprises water and urea or additives. CONSTITUTION: The PCM for the low temperature cold storage system comprises 30-95wt% of water and 70-5wt% of urea and additionally 5-50wt%(based on 100wt% of the water and the urea) of an additive represented by AxBy, wherein A is a metal selected from the group consisting of Li, Na, Mg, K, Ca, Ba and B is one selected from the group consisting of Cl, CO3, NO3, SO4, OH, COOH, and x and y are 1-2.
