PROBLEM TO BE SOLVED: To cope with occurrence of an abnormal event in relation to a monitored object and abnormality occurrence about a device. SOLUTION: An image processor is provided with a function that applies image processing to image data obtained by using a camera to pick up the image of the monitored object to detect an abnormality occurrence and also monitors a device failure to detect the failure. The image processor is provided with an interface 61 connected to a voice response device 6 and a server 7, a storing means 62 in which predetermined control procedure information to be applied to the voice response device 6 and the server 7 is associated with results of the image processing and information of the failure detection and stored, and a control means 63 for obtaining corresponding control procedure information from the storing means 62 and controlling the voice response device 6 or the server 7 through the interface 61 on the basis of the information if the control means 63 receives the results of the image processing or the information of the failure detection.
