<P>PROBLEM TO BE SOLVED: To provide a film-forming process which securely forms a coating film only on one side of a substrate in its thickness direction to form different coating films respectively on both sides of the substrate, and a process for manufacturing a reflection mirror which securely forms a hydrophilic coating film only on one side of the substrate in its thickness direction at a low cost. <P>SOLUTION: While rotating the glass substrate 12 around a predetermined axis in the thickness direction of the glass substrate 12, a coating solution 38 is dropped on the surface of the glass substrate 12. By dropping and spreading the coating solution 38 on the surface of the rotating glass substrate 12, the coating solution 38 that reaches and drops down the edge of the glass substrate 12 either drops down or is blown off by centrifugal force without going around to the rear side of the glass substrate 12.
