PURPOSE: An apparatus for measuring speed of a railcar and a measuring method thereof are provided to measure accurately the practical speed of the railcar by using the light irradiated from a light source installed around a rail. CONSTITUTION: An apparatus for measuring speed of a railcar includes a light source(11), a measuring portion(12), and a speed conversion portion(13). The light source(11) is installed around a rail(10) in order to irradiate the circular light or the linear light to a railcar(14). The measuring portion(12) is installed at the front place or the rear place of the railcar(14) in order to receive the light from the light source(11). The speed conversion portion(13) receives a signal from the measuring portion(12) in order to convert the speed of the railcar(14).
