<P>PROBLEM TO BE SOLVED: To provide a small, inexpensive color image forming device in which the handling and operability of black and color developing units of different frequency of use are improved and wastage of devices and supply is reduced. <P>SOLUTION: A first developing device 7 for developing with black developer is composed of a developing cartridge. When remaining developer has reached a predetermined quantity or below, the developing cartridge can be replaced.
