The device is installed in a road surface and contains one or more thermocouples (2-7), the temperature sides of which are thermally connected to a part of the road surface above the thermocouples and to a part of the road surface below them. Independent claims are also included for the following: (1) a road surface element (1) containing a single layer of thermocouples, conductive plates which are located on opposite sides of these components and are thermally connected to the temperature sides of these components, and a fluid conduit system (8) with at least one part thermally connected to the lower plate; and (2) a method for laying the road surface element in an existing road surface construction, by cutting out the existing top layer, cutting length and cross-direction channels into the exposed road surface, placing road surface elements in these channels and connecting them to the conduit and electricity systems, sealing the channels, laying an intermediate layer and laying a top layer.
