PROBLEM TO BE SOLVED: To provide a good image without any fogging and to keep down soiling of a main body due to toner scattering. SOLUTION: A jumping developing of a Bk image is carried out by a fixed developing device upstream of the drum rotation. The oscillating component of Bk developing AC bias is varied according to the number of pieces that are developed and image formed by a rotating developing device for the color image installed downstream.
