PROBLEM TO BE SOLVED: To change a write-once enable CD-R and CD-RW disks, etc., into a postscript disable state and to easily prevent the disks from being restored into a recordable state without attaching additional data. SOLUTION: An information recording and reproducing device is provided with a means 17 for receiving from a host device a command for requesting a PMA (program memory area) area where address information needed at recording is temporarily stored to be invalid with respect to an information recording medium (CD-R/RW), and a means 17 for setting a recorded PMA area in an unreadable state by updating (overwriting in CD-R and erasing in CD-RW) the recorded PMA area according to a command. The host device is provided with a means (application program) for issuing to the information recording and reproducing device a command for requesting the PMA area where the address information needed at recording is temporarily stored to be invalid.
