A flow restriction device (10) which tends to be located in a tap body (11) providing a valve seat (12). Secured to the body is a handle assembly (13) which includes a shaft (14) that moves a washer (15) to a position at which water cannot flow through the device. The device includes a base (18) dimensioned so as to have a longitudinal length between the tap body and handle assembly such that the stem (17) cannot be moved so as to not project through the seat.
