PROBLEM TO BE SOLVED: To reduce a construction period while avoiding difficulties of construction. SOLUTION: In this construction method, a plurality of steel pipe sheet piles are used for a foundation 10. The steel pipe sheet piles are arranged to surround a planar shape enclosing an underwater ground 14. The lower end of the steel pipe sheet pile 12 is driven so as to reach a sub-support layer 18 located at the upper side of a substantial support layer 16. Drain pipes 19 are disposed at appropriate positions in the sheet pile 12. After the foundation 10 has been constructed, a filter layer 20, a leveling layer 22, and a bottom slab 24 are formed. When the bottom slab 24 has been formed, side faces are partitioned by an enclosed planar foundation 10 and water in the underwater ground 14 partitioned by the bottom slab 24 at the upper end is forcibly drained. Thereafter, as a suction load corresponding to the pressure of the water depth acts on the bottom slab 24, the whole body including the foundation 10 gradually sinks in accordance with the settlement of underwater ground 14. When a preloading settlement is promoted by a preset depth, the forcible draining is stopped to construct an upper structure.
