PROBLEM TO BE SOLVED: To accurately measure a refresh charging time for a battery when charging is interrupted during refresh charging. SOLUTION: A charge control system mounted on a vehicle comprises a battery 100 such as a lead acid battery, an ammeter 500 for measuring a charge current value for the battery 100, and a battery ECU 200. The battery ECU 200 has a measuring circuit for measuring the refresh charging time when a charge current value measured by the ammeter 500 during refresh charging of the battery 100 is a preset current value or smaller and a control circuit for controlling the measuring circuit to measure the refresh charging time accumulated if the rise of the charge current value after interruption is satisfied with predetermined conditions even when the refresh charging of the battery 100 is interrupted.
