PROBLEM TO BE SOLVED: To provide an optical disk recording and reproducing apparatus which is constituted so that action for recording a signal on a disk can be performed based on a command signal output from a host apparatus. SOLUTION: In the optical disk recording and reproducing apparatus which is constituted so that action for recording the signal is performed based on the command signal output from the host apparatus and action for changing recording speed or the like is performed, unmounting of a disk D is informed by changing rotation speed of a spindle motor 1 which is disposed for rotary driving of the disk D.
