PROBLEM TO BE SOLVED: To efficiently control the charge of a plurality of electric double-layer capacitors connected in series. SOLUTION: This system is constituted by connecting a capacitor module, where a charge balance circuit is connected in parallel with the electric double- layer capacitors connected in series, with a charger, and the charge balance circuit is constituted by connecting a terminal voltage detector, a comparator, a power NPN transistor, an upper limit voltage setter, a shunt regulator, and a resistor to each another, and the capacity of each capacitor can be utilized to its maximum and the energy consumed by the capacity dispersion among individuals is minimized, by detecting each terminal voltage and controlling the charge current so that all charge voltages agree with one another at charge.
