PROBLEM TO BE SOLVED: To provide a device and method for providing information by which a vehicle can be guided appropriately to a destination along a route even when an outside-vehicle user moves and, at the same time, the arriving time of the user at the destination can be exhibited. SOLUTION: The information providing device acquires the information on the location specified by the outside-vehicle user through its portable telephone terminal 2 upon receiving an information from the terminal 2 by means of a communicating section 11 and stores the acquired information in an information storing section 12. Then the device guides its own vehicle to the destination along the route by acquiring the information on the present location of its own vehicle and causing a route calculating section 16 to calculate the route from the present location to the destination by using the specified location as the destination through a discriminating and controlling section 15, and guides the vehicle to the destination along the route by displaying the calculated route on an information exhibiting section 17. At this time, a traveling vehicle specifying section 21 transmits the information on the specified location to a data server 3 and receives the diagram data retrieved by the server 3 based on the transmitted information. Then the specifying section 21 specifies a regularly operated vehicle by referring to the diagram data, acquires the arrival time of the outside- vehicle user at the destination, and displays the arrival time.
