PROBLEM TO BE SOLVED: To previously confirm that the copy of data to be transmitted is inhibited when the copy of data to be transmitted is inhibited while enabling the transmission of image data using an existing wide range radio communica tion network. SOLUTION: The transmitter is provided with a key input section 8 for creating a message, an RAM 10 for storing an image and for storing information about the inhibition of the copy of the image corresponding to the stored image, a CPU 4 for reading an image to be attached and converting the image into data corresponding to a communication medium for transmitting the message, upon performing an instruction to attach the stored image to the created message and to transmit it, a transmission buffer 16, a D/A converting section 17, an amplifier 18 and a loud speaker 19 for transmitting the obtained message and image, and a display section 7 for informing by message that the transmission of the image is inhibited, when the image whose attachment is instructed is an image whose copy is inhibited on the basis of the information.
