<p><P>PROBLEM TO BE SOLVED: To provide a legal medium managing system for certifying the legality of a recording medium such as an optical magnetic disk in which the original, copy, or duplicate of a document are recorded capable surely securing the originality and uniqueness of the recording medium by making the alteration invalidating region of the recording medium carry the signature of a legal medium issuing facility. <P>SOLUTION: A legal medium issuing facility 2 reads a key Ka corresponding to an ID number from a key management book according to an issue request for an original medium (MO) 6 from an original preserving facility 1, and enciphers a legal medium certificate in a recording medium shipped from a factory 4 with the key Ka to prepare the original medium (MO) 6. This original medium (MO) 6 is transmitted to the original preserving facility 1, and the original preserving facility 1 records the original document in the original medium (MO) 6, and decodes the legal medium certificate by using the same key Ka, and records the original after confirming the original of the recording medium.
