PURPOSE: A visa issuing and management system and method is provided to adhere a label type RF-ID(Radio Frequency Identifier) chip to a passport so that it can conveniently manage an immigration or an emigration process at an airport. CONSTITUTION: The system comprises a host computer(100), a transceiver(300), a reader(200), and an RF-ID chip(520). The host computer(100), installed at an immigration and emigration management office, stores personal data for a visa at the RF-ID chip(520), and authenticates a person based on the data read from the RF-ID chip(520). The transceiver(300) transmits or receives data to or from the RF-IC chip(520) via an antenna coil(400). The reader(200) reads the data from the transceiver(300), transmits the read data to the host computer(100), and transmits the data, output by the host computer(100), to the RF-ID chip(520) via the transceiver(300). The RF-ID chip(520) stores personal data at a memory(521), drives a control circuit(523) by using a power generator(522) collecting the energy generated in a magnetic field around the antenna coil(400), and enables the control circuit to transmit the personal data to the transceiver(300) or to receive new personal data from the transceiver(300).
