PROBLEM TO BE SOLVED: To provide a ventilating device and a ventilating method capable of drying a floor surface, dispersing wind in order for people in a room feel no draft (air flow) at the time of usual ventilation, blowing strong wind to a floor surface with the same blowing amount as conventional by an air blower, and having high efficiency of drying a floor surface by dispersing wind into a broad area. SOLUTION: The device is provided with an air outlet 8 disposed on the lower end and opening toward a room 2c. The air is supplied from a cylinder body 6a provided oppositely to a floor surface 2a. The direction of wind supplied from the air outlet 8 is dispersed and air-flow resistance of the air outlet is made large to drop wind velocity in manufacturing food products. The wind supplied by the air outlet 8 is directed at the floor surface 2a and air-flow resistance of the air outlet 8 is made small to increase wind velocity, let the wind reach the floor surface 2a and dry the floor surface 2a in drying floor surfaces.
