PROBLEM TO BE SOLVED: To enable compression and restoration of an image read by image reading equipment while lack of line data is prevented and space resolution information is preserved. SOLUTION: Level conversion wherein picture element effective bits N are reduced to picture element effective bits I in the level direction is performed to picture elements of input line data DI, and intermediate line data DM are produced (Fig 1 (a), (b)). Packing conversion wherein elimination is performed except the picture element effective bits I and mutual picture elements of the picture element effective bits I are subjected to packing is performed to picture elements of the intermediate line data, and output line data DO are produced (Fig. 1 (c)).
