PROBLEM TO BE SOLVED: To provide a developing roller that yields a satisfactory image by making toner transport force optimum. SOLUTION: The developing roller 1 used for an electrophotographic image forming device has a cylindrical conductive shaft 2 and a cylindrical elastic layer 3 covering the surface of the conductive shaft 2. The surface luminance of the roller is set to the range of 30 to 220 and the surface roughness Rz of the roller is set to the range of 1 to 20μm. The developing roller 1 having a surface luminance of 30 to 220 makes it possible to obtain an image in which image density and dot reproducibility are satisfactory and density variation is minimized.
