PROBLEM TO BE SOLVED: To provide an electrolytic solution for an electrolytic capacitor that has a low specific resistance characteristic and is high in sparking voltage. SOLUTION: This electrolytic solution for electrolytic capacitor contains water mainly as a solvent as well as a formic acid or its salt and a phthalic acid or its salt as a solute, and the mole ratio of contents of the formic acid or its salt to the phthalic acid or its salt is 1:0.5 to 1:6, so that a sparking voltage exceeding those included in the formic acid and phthalic acid can be obtained and a low specific resistance characteristic be also realized.
