PROBLEM TO BE SOLVED: To provide a fluid injection valve and a manufacturing method therefor capable of forming an accurate form of injection and spray of fluid and easily machining a nozzle hole to be provided on a nozzle hole plate. SOLUTION: The manufacturing method of a fluid injection valve includes a blind hole forming process 100 for forming a bottomed hole 2a on a plate type material 2 before machining a nozzle hole 28 with a punch 3, a perforation process 200 for opening a nozzle hole 28a by removing a convex part 2b on the plate type material 2 which is pushed out from the bottomed hole 2a. While atomization of a injected fluid is secured by not leaving a ruptured phase by the punch 3 at the nozzle hole 28a, injection angleϕof fluid injected from the nozzle hole 28a is fine-adjusted. In the blind hole forming process 100, by using a punch guide 4 for supporting the punch 3 with its center axis line 3j lopsided and a die 5 having larger diameter than the punch 3, machining of a nozzle hole having a nozzle face 28ah and the sagging face 2e necessary for forming injection angle is performed while a sagging surface 2e is remained on an opening 2ao side of the bottomed hole 2a for forming the nozzle hole 28a.
