PROBLEM TO BE SOLVED: To obtain sufficient peripheral surface frictional force between an improved consolidation ground body and a countermeasure pile, to prevent ground swelling in the weak and hardly water permeable-impermeable layer ground, and to prevent boiling in the sandy earth layer ground even in the sandy earth layer ground needless to say a case of the weak and hardly water permeable-impermeable layer ground. SOLUTION: Earth retaining walls 4 and 4 are constructed and arranged in the ground. An underground building construction area (a) is surrounded and partitioned. A ground improvement material such as a cement solidifying agent and chemicals is injected into a required depth part of the ground (a') in the area to reclaim the improved consolidation ground body 7.
