PROBLEM TO BE SOLVED: To provide a treatment method by which lowering of solubilizing efficiency is prevented and organic matter is stably treated and to provide a treatment apparatus. SOLUTION: In the apparatus 1 for treating organic matter, organic matter is solubilized with an aerobic microbe and the solubilized organic matter is subjected to methane fermentation under anaerobic conditions. The aerobic microbe is cultured using a tank 10 separate from a tank 2 for carrying out solubilization and at least one of the cultured aerobic microbe and enzyme produced by the aerobic microbe is added to the tank 2 for carrying out solubilization.
